The following is a guide for the initial setup of a local user account for Windows 11 Pro. The goal is to bypass any request to tie the machine to an email address that can lead to complication down the track for company owned devices.
For all other recommendations please read carefully and if in doubt refer to the 3ICT technician.
As a rule, consider "No" the default response.
Ideally, do not enable backup / bitlocker / device recovery options during the setup process.

Please name the account "User" with a capital "U".
This account will be removed as part of the subsequent setup process
Do not add a password

Leave the password field blank and proceed with setup.
Ultimately the new user account will be removed so there is no need for a password during the setup process.
